If you're referring to 3rd party apps, Apple has NOTHING to do with them. Apple has no way to offer a clear cache/data option for apps they don't own. If you think this is a feature a particular app should offer, let the App Developer for the app know as Apple cannot do anything to change how 3rd party apps manage their apps.

There is no need to micromanage the storage on your device by separately deleting app data from the app. If the app is consuming too much storage space, then delete it. If your storage is that constrained, then using that app again will only lead to running out of storage space. That is not a good user experience.
