How to factory reset my iPhone and set it up again?

I bought a new iPhone and plan to give my old one to a friend. I wiped the old one and left it sit for a few weeks. Now when I've charged it up and try to set it up it wants a password. I've tried my old PW's to no avail. All I want to do is set it up from scratch. All the help stuff I find want's to help me set up my old password on the phone which is NOT what I want to do. I just want to start from factory default and set it up from there for my friend.

Does the phone say "Locked to Owner"?

If so, this is the Activation Lock and means it was not reset to Factory Settings correctly. These are the proper steps that need to be followed to reset your phone.

What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support

You will need to reset the Passcode/Password before you can do that.
