Why can’t i customize the settings app to display the things i want at the top like passwords and other things
I would like to be able to not have to scroll down to access the passwords section of settings

You can use Spotlight to take you directly to Passwords. Place your finger on the Home Screen anywhere but on an icon. Pull down. Type "Passwords" into the search box. Tap on "Passwords" under Settings.
Or, "Hey, Siri, open Passwords".
