256 to 128gb storage management

I have a 256 iPhone 11 with 250gb data and I want to sync it with my new iPhone 15 128gb and I have only 200gb iCloud ... help me up please :D

You have bigger issues than only 200Gig of cloud storage. How do you plan to store 256Gigs of data on a phone with only 128Gigs of storage space?

iCloud storage space does not increase the storage space of your phone.
