I upgraded to family Apple Music plan but when anybody tries to use it, it won’t let them

In that case, have them go to Settings ➜ Apple ID ➜ Media & Purchases, and sign out, then sign back in with their own Apple ID.
It should refresh the account and make the subscription available.
Why not?
What happens when they try to use it?
Do they see the shared subscription in Settings ➜ Family ➜ Subscriptions?
What happens when they open their Music App, and tap on the Browse tab?
They see it in shared subscriptions. When they browse for music it just prompts them to sign up for a plan. They are all shown under my family sharing as well
