If your Mac Won't Start Up:

How would you define "start up"? Is there a question mark at the screen? Can you not get past the login screen? Or is it simply not turning on?

Troubleshooting Mac Charge:

Plug it in, so you can charge it. Is there any light showing while it charges? If not, then there may be a failed battery or the macOS needs to be reinstalled. If so, then the battery is charging , but it is just not stating up. So, a few things to go by...

Refer to the following....

A. Reset the SMC and your NVRAM:

(Applies to Intel-Based Macs Only): Sometimes when changes are made to the system(i.e. Updates), system configurations (i.e. for Power) become manipulated, technically. So, reset the SMC and NVRAM. Try performing each thrice. It may take sometime, being certain you have the time to perform these resets.

B. Try a New Charger:

C. A Few Links to Refer to for Power:
