Back in 2016 I hired a programmer to write an app for me. He did a good job but unfortunately he has ghosted me and I am trying to get the app to work and interface it with the watch. Hoping to use the old program as a starting point instead of starting from scratch.
You would need to begin with the Xcode project that resulted in building that .ipa file. If the programmer give you that project, that's where you would start updating it for more recent iPhone OS and WatchOS versions. The .ipa file itself is the end product, and isn't going to be useful on its own.
