I moved Apple account balance to the top in wallet, in settings it said I am unable to add Apple account balance as default payment and when I go to make an in app purchase it still says Apple Pay which will take from by debit. I want to use the money on Apple account first.

When used for purchases in the App Store, your account balance will always be deducted first and you cannot change that behavior. The Account balance will always be first on the list of Payment Methods. You can only use your Account Balance for these purchases:

I was talking about buying stuff in apps but it just took out of Apple account so no worries
Your Apple Account balance can only be used at an Apple Store. You may view it in Wallet, but cannot use it to purchase items outside the Apple world.
