What will happen to my icloud data if i sign out my apple id and reset my iphone and after two months i login my apple id back in new device. Will I still have my data safe without paying for icloud ? Or will I need to add some balance in my apple account for the icloud subscription before signing out ?

If you are not currently paying for iCloud, then you don't have to pay for it at all.
Signing out from the iPhone will not affect the iCloud account or any data stored with in. It remains in iCloud and can be accessed at anytime through the https://icloud.com website from any device.
