Why does it say insufficient funds when I have money on Apple Pay?

i accidentally used my apple pay card to pay for my metro fare , the problem is my apple card had no money , it paid the fare but then i got a notification saying “declined- insufficient funds “ and ive been getting that same notification since Tuesday, im not sure what to do i added money to my applePay card in hopes it could pay it off but im not sure if i was supposed too do that.
