i borrowed my old iphone XR to a friend and they wont give it back. can i block the phone from being used?

I gave my iPhone XR to a friend to borrow, they won’t give it back.

I reset the phone and had it unlocked for them.

Can I contact Apple to have that iPhone blocked even if it has all of their Apple ID details on it?

No. You will not be able to do that even if you have the proof of purchase. Apple does not get involved in private matters such as the one that you described in your post. Apple does not get involved in locking / unlocking iPhones as well.

This is between you and your friend and should be resolved privately.
