No. I have not been through this. If an app's name has changed, then that has been decided between Apple and the Developer.
A Scam App, Perhaps?
According to others on these forums(see this thread), this is a scam app. So, report this to Apple: reportaproblem@Apple.com, and requite a return using that email: Request a Refund for Apps or Content that you Bought from Apple - Apple Support
