When I click an emoji, it’ll save to my recently used list. But once I go back to the regular keyboard and then click back on the Emoji keyboard, the emoji I previously used is gone. This has been happening for years on my 13, 14, 15 iPhones.
i have already reset my phone but i knew that was not the issue because all models of the iPhones I have had, experienced the same problem.

Troubleshooting Emojis from being Delete:
Apple is not the creator if these emojis. So, rather than reporting this deletion through Apple, you need to contact the The Unicode Consortium, as they are the one who provide the service of this. So, contact them, replying back with what they say. Contact: member-services@unicode.org.
