"Unable to turn on voice control. Failed to download Necessary files" error on my iPhone 13

have just up graded my phone software to iOS 17.5.1. It will not download the software to enable voice control. It says “Unable to turn on voice control. Failed to download Necessary files”. Any suggestions?
