Season pass latest episode not available to download

I've bought a few seasons passes on AppleTV this year and the latest one I purchased, Wind Breaker, still does not have the final 13th episode available for download. I contacted support numerous times and even spoke with a senior advisor who just told me that this season was only supposed to have 12 episodes which doesn't make sense when I can see episode 13 on the app. Its just not available on AppleTV. I heard Apple can ask the studio or whoever to release the episode. Why is it so hard to get help with this?

Availability and supplying may differ by country. So what is the country or country-like region that your Apple ID account is set for (and thus what region shop you can use)? I see S01E13 now listed as available in the US/CA/UK/AU/DE/FR, per June 27, 2024.

That doesn’t make sense indeed. List of season 1 episodes - Wind Breaker - IMDb.

Sometimes special episodes (with a one-arc story) can be joined into one for select content providers, but that doesn’t appear to have happened here. Ep 12 was about 23 mins, right?
