The default apps won't install after iPad is update and reset

I recently updated my iPad 9 to IOS 17.5.1

I had to reset it to give it away.

Once the reset was done the default apps wont install and just say "unable to install Please try again later."

this include home, find my, calendar, notes, maps, files.

other apps from the appstore like zoom downloaded without an issue
