Touch bar works but does not show control strip (even with setting turned on)

I have had this mac book pro since 2020 and the touch bar and control strip has always worked as normal. The touch bar had the app controls for the page I was on and then an arrow followed by four options and the arrow led to the expanded control strip with all that other stuff. It has always worked but today I noticed it has completely disappeared. In the touch bar settings in the keyboard section, for what the touch bar shows I have app controls selected and I have show control strip on so it should be there. The weirdest part is that when I click customize control strip, the control strip shows up as normal and I can move them around. When I select expanded control strip for what the touch bar shows, it appears as normal but the app controls are obviously gone and I can not minimize the control strip. Any suggestions? Reset it , restart it, try different settings, am I looking in the wrong place, could full storage cause this?

MacBook Pro 13″, macOS 10.14

Getting Touch Bar to Work:

A. Reset the SMC and NVRAM:

(Applies to Intel-Based Macs Only)Sometimes changes are made that require certain system caches to be reset.  The intent of the SMC Reset (and NVRAM) is that the internal devices, like the Touch Bar, would be reset. With these caches now having being made anew, see if this works as intended. In all, your Touch Bar will now be back its default settings.

So, first attempt the following by using your keyboard:

B. Reinstall the macOS:

Go Here: How to Reinstall macOS from macOS Recovery - Apple SupportImportant: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall. Once reinstalled, try this once more.
