Hello,
I received a text stating from Icloud stating my Iphone 15 had has been accessed by passcode.
Is this legit as I had my phone stolen two weeks ago - this is offline as EE cancelled down for me but i'm worried now that someones getting into it.

As in SMS message? Not an email or a system message?
If so, then its likely a phishing attempt to get your icloud password. You should ignore it and delete the text.
You can take a screen shot of the suspicious SMS message and send it to Apple at reportphishing@apple.com
