How can I reboot iPhone without losing old photos and apps?

I want to know what I can do so that I can have it rebooted and have all my old photos and apps on it

If what you actually meant was "restore", yes, that will delete everything on the device. But you have a backup right? You should be backing your phone up daily. Do not wait for something to go wrong.
