If what you actually meant was "restore", yes, that will delete everything on the device. But you have a backup right? You should be backing your phone up daily. Do not wait for something to go wrong.

Rebooting is simply turning your device off/on. Nothing else happens.
Factory resetting will erase the device completely.

You photos stay on you iPhone and if iCloud is enabled then they will be on ICloud. You shouldn't loose any apps.
