I am unable to turn on App Tracking due to age restriction even though I am 18 yrs old

"In some circumstances, the "Allow Apps to Request to Track" setting can't be turned on, including: 

For users with child accounts or under age 18 by birth year, signed in with their Apple ID."*

Make sure you have the correct birthday set. If you recently turned 18, try logging out of your account and back in again as worked for multiple users in this topic --> App Tracking Age Requirements Issue - Apple Community

*I wonder about that "by birth year" bit. If it is going by year alone it may think you are still under 18.

Have you tried signing out of your Apple ID and then back in?

And why would you want an app to be able to track you? I've always had it turned of and have never had an issue with any app.

Pending some fix to your Apple ID, either forego the digital trinkets offered, or do a whole lot of work (and costs) to disable your privacy to gain those digital trinkets. Or find some other digital trinkets, of course. These digital trinkets being a questionable trade at best given the value the metadata acquired, of course.

We are users like you and have no more resources than you do (fewer actually since we cannot get access to your account). You need to continue to work with Apple.
