This has happened before, though rare

Where the Apple Servers misidentify a computer as Qualifying for a newer version of macOS where in Fact it does not

On even more rare instances, some have had the misfortune where it Allowed the newer version of macOS to be downloaded and installed

Suggest gathering all the Technical Details of this computer and contact Apple Support

Alert them of this issue and perhaps they may actually do something about it once and for all

Start now and open an Apple Support Ticket as they are PAID  Apple Employees to deal will these types of issues .

That's just a bug/feature in Apple's notifications. There's no file you can delete to fix that.

Technically speaking, if you really wanted to update to the latest operating system, you can certainly do that. All you need is a new MacBook Pro. 😄
