iPhone not getting message or messenger notifications

iPhone SE suddenly not getting notifications for messages or messenger (Facebook, instagram) from multiple people. Have already made sure notifications are on, restarted the phone, made sure it’s not in Focus mode, made sure ringer is on… message test was done- no banner/alert/sound when recieved but there was a notification bubble showing there was a text. That is when both are connected to the same wifi. When not in wifi some messages just never get delivered.

perhaps I’m missing something obvious. Thanks in advance!
