Have you run Disk Utility's Disk First Aid on all connected drives?

In Disk Utility>View, select Show all Devices, highlight the top left entry.

Run Disk First Aid on all items in the left panel, from top down.

Are you running any VPN, Anti-Virus, or Cleaning apps?

We need to see what all is running, a report from this will not display any personal info...

How about uninstalling Chrome and then re-installing. Another method of removing corrupt cache is to restart in Safe Mode per the directions in Safe Mode. I also found this by Googling, took about 10 seconds to find:

How to Clear Cache and Cookies in Chrome on Mac. Open 'Google Chrome'. On the upper right corner, click the 'More button ⋮', then go to 'More Tools' > 'Clear browsing data'.

Finally, don't use Chrome! It's a RAM hog and does not perform as well as Safari.

Please uninstall the VPN per the developers instructions, at best it is 100% worthless and can be potentially damaging to Mac OS. You dot mention why you want to clear caches , what is prompting that request?

Download DriveDX and run it on the HD, NOT the SSD or the Fusion Drive only the HD. If any errors come up the HD is failing. Please backup before this using Time Machine or there is a very good chance you will lose data. Also turn on Apples Security!!!
