How do I turn on iCloud photos in photo preferences?

Is this live for anyone? I’ve been checking the google takeout link in the Apple support article for nearly 2 weeks now and I still don’t have an Apple iCloud Photos destination as an option. Transfer a copy of your photos and videos to iCloud Photos - Apple Support

Is there a way to use iCloud photos without deleting my entire photos library? So, Move To iOS was repeatedly failing after multiple attempts to transfer my photo library from my Android device (~7 hours per attempt). I work full time so this is unacceptable and as such, I opted to just do the transfer the other way (with my computer and iTunes). Turns out, if I do this, I have to delete everything again if I want to turn iCloud photos back on. Is there any way around this without losing effectively my whole library, or am I just SOL?

Open the Google Takeout website and log in with your Google account if asked.

Deselect all. Then scroll down to Google Photos and check it off.

Scroll to the bottom of page and click on Next Step. You should see what you want.

Select Google Photos
