Iphone won't allow to toggle on the Sync this iPhone button for iCloud Photos

Does anyone know how to fix this problem? My iphone is not syncing with the iCloud for photos. When I go to settings under iCloud Photos, I try to toggle on the "Sync this iPhone" buttong but it won't allow me. It says that my iPhone is storing 2.87 GB of pohtos and videos, and I currently have only 942.3 MB of iCloud storage available. It seems to be asking me to buy increased storage, but in the past it should not stop my phone from syncing. I used to be able to go to iCloud.com, take the existing photos off iCloud and my device and other ones would populate so I could slowly take them off of my phone. Does anyone know how to fix this? If not is there an easy way to remove the photos/videos from my phone without using iCloud.com? Thanks for your help!

If I understand correctly, you are saying the following:

  • Your iPhone contains 2.87GB of photos and videos
  • You have 942.3MB of iCloud storage available.
  • You would like to do something involving your iPhone and iCloud:
    • Go to Settings > Photos > iCloud Photos and turn it “On”? This would cause your iPhone photos to be uploaded to iCloud, and therefore impossible without additional iCloud storage.
    • Transfer photos from iCloud Photos to your iPhone?
    • Remove photos from your iPhone? Delete or hide photos and videos on iPhone - Apple Support You may also want to purge “Recently Deleted” after doing this.

You seem to have basically repeated your original post with its ambiguities. So I’ll rephrase my response from above.

If your intent is to remove photos and videos from your iPhone, you must either do that without using iCloud or purchase additional iCloud storage. If you want to remove the photos without deleting them from your photo repertoire, you might consider transferring them to a computer.

Thanks. I think what I'm really asking is how to get iCloud Photos toggle to turn back on. It won't allow me to turn on and only offers me Upgrade Options, even though it says I have 942.3 MB of available iCloud storage. Not sure how to overcome this or have it reset so it can toggle on without having to buy more storage (knowing we still have about 1 GB of storage available on iCloud).
