iPhone not being identified by iTunes

I am trying to re-sync my iTunes playlists on my iPhone. It's been about 4 years since I last did this. When I connect the phone via USB, the phone icon does not appear in iTunes. I tried all of the tricks I found online (changed USB cables, removed the iPhone from the Device Manager, rebooted the phone, etc). All devices (PC, iTunes, and iPhones) are running the most recent OS.


I'm at a loss and frustrated.
