If I buy Apple Watch series 9 in Malaysia, can the ECG function be activated in Singapore?

Apple has a support article that list feature availability by country. I linked to the article below. According to the article, both Singapore and Malaysia support the ECG feature. What country are you buying the Watch in or have you already bought the Watch?
