Just bought a used MacBook, the seller completely wiped it including deleting the iOS, it’s quite concerning that maybe it’s a stolen laptop

If you are able to restore the OS and set it up under your Apple ID, then you are fine. If the device was locked to another person, then you will not be able to set it up with your Apple ID. Once it is set up with your Apple ID, it is your device and no one else will be able to mark it as stolen to disable it.
