When I touch my mac mini there's a tingling sensation non stop, also I get that on the surface of my audio interface that's connected with usb. I believe my flat has grounding as it seems from the outlets but I haven't made it checked yet. What could be the reason? Is it normal?

Disconnect all external devices from the Mini to see if you get the tingling sensation.
You need to make sure that all connected devices which have their own power source are plugged into the same electrical outlet or surge/power strip. If the other powered devices are using a different electrical outlet, then any home wiring issues could be amplified where you can experience the tingling sensation since those other electrical outlets may be on a different circuit breaker/fuse.
If you are using a power/surge strip, then remove it from the equation in case it has become worn out or damaged.
You also need to isolate which connected devices (if any) are contributing to the problem. One of your other connected & powered devices could have a bad ground or wiring.
You can use the following tester to check the home's electrical wiring for that electrical outlet (it won't catch everything, but it should catch some flaws if they exist, just make sure to get one for your region):

If everything is working normally — meaning the Mac, its power adapter, and your home or office wiring are all correctly installed and without any defects — the sensation you describe is harmless. It can be annoying though, and tends to be more noticeable on 220v systems than the 110v systems more common in North America.
However — if something is not working normally, the sensation you feel may be an indication of a hazardous condition. In an abundance of caution, you should make an appointment with Apple to have your Mac, its power adapter (if required) and all the cables you use — evaluated to make sure they are all intact and working the way they should.
Start here: Official Apple Support. If you are unable to duplicate that sensation in an Apple Store then the next step is to have your home or office wiring inspected by a qualified electrician.
See if you can isolate it to just that one outlet.
I tried it on each outlet of my house and it's doing the same.
