The keyboard key caps are made of plastic so the key caps which the silicon covers cover, don't transmit electricity. It is the aluminum palmrest which can conduct electricity. The most likely cause of any tingling electricity is from a electrical wiring issue in the building, or a faulty power/surge strip, or a faulty external device which has its own dedicated power supply. You can try to mitigate the issue by using a grounded AC power cord (aka Power Extension Cable) assuming your region supports the third ground pin on AC cords since the two prong Duckhead adapter & AC cords do not have a dedicated ground.

FYI, using any keyboard covers or camera covers will likely cause damage to the laptop's display when the Clamshell lid is closed since there is very little clearance.
