I recently deleted roughly 5000 photos/videos from iCloud, from my iPhone, as my iCloud storage had ran out and I wanted to free some for more recent photos. After deletion, my iPhone has continued to say there’s not enough storage to even begin a sync to iCloud, how can this be fixed? Are the photos not fully deleted yet?
When you delete photos, they are moved to the "Recently Deleted" folder and remain there for 30 days before being permanently deleted. You need to manually empty this folder to free up space.
