How do I move notes from “on my iphone” to iCloud?

I have an iPhone 14 iOS 17.5.1

I recently realized that my notes app is only syncing about 40 of my 940 notes. I did some searching on the forum here and found one little tidbit indicating that I needed to have iCloud selected as the default account. I changed that setting. However, there doesn’t appear to be any way to move all those notes to the iCloud account. When I click select notes, move all the only option that appears is a new folder in the same “on my iPhone” account. Nothing is clickable in the iCloud account folder. Is there an easy solution?

If the iCloud folder is not an option, make sure notes is turned in for iCloud in Settings ➜ Apple ID ➜ iCloud ➜ Notes

Open the folder of notes you want to move. Tap "Edit" in the upper right corner. Tap "Move all" in the lower left corner. Select the iCloud folder you want to move the notes to.

Go Notes in settings on the iPhone and change from the Default from On My iPhone to iCloud
