While all notes in folders under a label iCloud sync across all devices, I have an additional section on the iPad called On My iPad. This section has one folder called Notes that contains 133 notes going way back in time but THESE notes do not sync. I wonder if the problem is that the folder is labelled Notes same as one of the folders under iCloud that sync properly.

The “on my…” folder does not sync to iCloud. It remains on the device. You can move your notes if you wish.
Of course. On a Mac, select all, or any number that you wish, and drag/drop into your iCloud notes folder.
On an idevice: Tap the three dots then select notes. Select the notes that you wish and then tap move at the bottom left. Select the folder where you wish to move the notes.
