Use Apple Watch 6 as a dog activity tracker?

I would like to measure speed, distance of my dog running around. I tried taping the watch to her collar and started the outdoor walk feature; it quickly pauses the workout each time I restart it despite plenty of movement. I suspect it is looking for a heart rate from wearing on a wrist? I read where I could disable heart rate recording by putting it in low power mode but have not tried this yet. Does anyone have any advice?

In a perfect world I could use it as a live tracker with location shown on a map. I'm aware of devices made specifically for this but they are very expensive or require a subscription or poorly reviewed by users, etc. Is there a version of the Apple watch with a live tracking feature?

Apple Watch Series 6, watchOS 10
