Troubleshooting a Hacked iPhone:
I. Don't Jailbreak your iPhone:
The only way an iPhone can be hacked is if it has been jain broken, and then only way to know if it has been hacked it to know that it has been jailbroken.
II. So, who is the seller?
A. If not Apple, then it almost seems like a scam. So, take this back to the seller. This is the site the seller should have used prior to selling it to you: Go here: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. The seller should have known better.
B. If Apple, then it seems you have a faulty device. So, ask Apple to have this diagnosed and serviced. You have a one-year, out-of-the-box, limited-warranty with this.

Set this iPhone Up Anew:
If you want to get things safely blocked out, then reset the iPhone to factory settings, as if you were to sell it. Perform as instructed here, including the iCloudlogout: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. Set it up you child's device, and then enable Screen Time.
