Hi.
My macbook air m1 screen is flickering when I adjust the angle. I think it might be the flex cable based on this video. ( https://www.youtube.com/watch?v=f0H2p4_Mmvw )
However a couple of shops I talked to immediately just say I need a new screen for half the price of the computer.
Has anyone else experienced this issue? Must it be the screen or could it be the flex?

Looks like a hardware issue which will need to be repaired. Apple and AASPs will only replace the entire Display Assembly since there are no other smaller components that can be replaced on them. There may be some independent shops unaffiliated with Apple who may perform repairs to the display flex cables, but I have seen those repair vidoes and am not sure how well they will hold up over time since they are literally crude hacks (no offense to those performing those repairs since I know they are not easy to perform with the very limited space available). Assuming the cable is damaged, if the damage is not near the connector, then it will not be possible to repair the cable.
