I cannot create an Apple ID
I have two iPads Pro in working order. One of them has been factory reset. I am trying to set it up with a new AppleID. All old IDs had been removed (i.e. it is suitable for sale). For personal security reasons I do not want the second iPad to be connected to my main Apple account (because I will travel with it and my main account has access to personal stuff like bank accounts, bitcoin, photos, emails and so on). I just want it to be a dumb machine for playing a few games, and surfing the web.
So I have tried to set up the new ID on the ipad using my real name, date of birth, real phone number but a different user name (i.e. my second email address). The first 3 items are the same as I use on my main Apple account, and the fourth (the email address/user name) has not been used at Apple before.
On the iPad, when I get to the page where I have to enter my phone number and press "continue“ a message pops up saying "Could Not Create Account. Your account cannot be created at this time."
I then went to https://appleid.apple.com/account on my Mac to try and create an account. At the same point, after I have put in my phone number and completed the captcha I get almost the same message: "Your request could not be completed at this time. Your account cannot be created at this time."
If I knew what is blocking the creation of a new Apple Account, maybe I could find a wort-around.
