There is no tool to compare two photos side-by-side in Photos. The best we can do is to collect them in an album and toggle between them. Or arrange them side-by-side for printing.
Select the two photos at the same time - hold down the command key while selecting the photos.
Then enter ⌘P to open a print dialog. The two photos will appear side by side. View them, then discard the Print dialog.
