Locked PDF on new MacBook M3 but not on older computer

When creating a document from a program to send to someone via email or to just save it to the computer in a particular file. On the MacBook M3, it saves it on the computer with a lock but on an older computer same site for work that we all use daily, I can save it on the desktop or add it to a folder to email out or print and it doesn't require a password. What's the difference? I know it has to be a learning curve for the MacBook M3 but when deadlines are due and time is of the essence, it's frustrating. So I'm hoping someone has an idea of what's the solution.

Thank you kindly

I'm a Realtor and these are sites designed to write offers, or other Realtor related documents. Since it doesn't happen with any other computer, it seems to be a communication with the site we use and something with this new computer. However if I need to access the site to type a response on a document and I'm not near a desktop computer that doesn't lock up a pdf but do have this new computer to access that site the pdf is locked and requires a password which I don't have to have using other computers. You would think everything would be the same with all computers regardless of which computer you're on, which makes me think it's this new computer, like something has to be disabled or something. But I'm no tech savvy computer wiz. Just wanting to work effectively when I need too.

If are you modifying/filling these documents using Preview:

When you go to Save-As the document in Preview, there is a little button on the Save-As dialog-box -- (Show Details). One of the important details that can be shown and manipulated is Permissions for the file to be saved.

the Save-As dialog is shown when you hold Option and choose it off the File menu.
