Photos from my iPhone don’t go to my ipad, but photos from ipad go to phone.

My wife and I used to share an iCloud account on iPads and iPhones. We bought a new ipad this year and recently we bought a new iPhone pro . If I take a photo on our ipad it goes to the iPhone by going to iCloud. But if I take a photo with the iPhone it doesn’t go to the ipad. The iPhone has 28 items to send to iCloud. For some reason the 28 items don’t sync. I have restarted each device and the 28 items remain. But the phone says the 28 items are syncing to the cloud. Any suggestions are welcome.
