Unable to download apps, asked to add Card and Billing Address

I can't download apps. During the download, Apple asks me to add a card and billing address. when I add, a sign appears asking me to write to support

To contact billing Support about updating a payment method, do this:

1. Click on this link --> https://getsupport.apple.com/?PGF=PGF63006&category_id=SC0060&symptom_id=23372

2. Scroll down to the bottom.

3. Select a chat session or a phone call.

Correct. A valid and verifiable payment method is required to make use of the iTunes and App stores. It normally does not ask for a payment method unless this is an account of recent creation or there is an issue with a previous purchase or charge. If its asking for one now, you will absolutely need to provide one. There is no way around that requirement once it asks for it, as there is now something on your account like a pending charge that needs it.
