I am an Apple One subscriber in Canada and currently family share with my daughter. She is moving to California and I am wondering if she will be able to continue to access Music, TV+, etc ?

That depends.
If she decides to change the country or region for her Apple ID, she will be forced to leave your Family Sharing group and will loose access to all shared subscriptions at that point.
If she keeps her Apple ID set to Canada, she will continue to be part of your Family sharing group and can continue to access all the shared subscriptions regardless of her physical location.

You can only use family sharing between AppleIDs for the same country. Your daughter would have to keep her Canadian AppleID and to use the Canadian stores to share the family subscriptions.
