Not accepting loss mode on my stolen iPhone

I keep trying to activate lost mode on my iPhone that was stolen and it says cannot activate. Lost mode. Cannot activate lost mode but yet I can see on my find me app exactly where the phone is.

iPhone 14 Plus, iOS 17

Or where it last was seen....


possibilities:

The battery has run down

The phone was powered off

The phone does not have an Internet connection where it is located


You cannot do anything if it is offline—any remote access requires the device be actively connected to the internet in order to receive commands.
