I keep trying to activate lost mode on my iPhone that was stolen and it says cannot activate. Lost mode. Cannot activate lost mode but yet I can see on my find me app exactly where the phone is.

Or where it last was seen....
possibilities:
The battery has run down
The phone was powered off
The phone does not have an Internet connection where it is located
You cannot do anything if it is offline—any remote access requires the device be actively connected to the internet in order to receive commands.

The phone can still send out location information using Bluetooth when it is powered off or the battery is very low, but it cannot do other things like activate lost mode.
When the phone is on, and it has a decent charge on the battery and it has an Internet connection via Wi-Fi or cellular. Lost Mode will be activated.
