How to make your own alarm ringtone without GarageBand?

Sadly I’m not able to download the app GarageBand for some reason. I clearly have my phone up to date but I guess it’s still won’t let me download the app, I’ve been desperately trying to customize my alarm sounds but it’s been difficult due to having to go through the ringer just to make one ringtone.

Alarm/Ringtone won’t download/not present? Been searching for this but not sure how to ask it: I have a ringtone that I downloaded a while back that I use for my alarms. I got the new 15 recently and for some reason the ringtone I had no longer appears in my downloaded tones. Additionally, when I try and redownload it from the iTunes Store, it says I’ve already purchased it but then doesn’t download and reverts back to the “0.99” button.
