Annoying image filter pop up on Iphone 14

The following message "Image filter" would like to access your photos. (Picture bellow) keeps popping up on my iphone screen multiple times a day, sometimes the message will appear many times in a raw. i will jsut keep clicking keep the current selection and it won't let me go.

It does not matter what option I choose. select more photos or keep current selection, it continues, and this message has been annoying the heck out of me.

it sometimes pops up while a call comes in and i cannot answer because the screen is conflict with the pop up.

I deleted all my photo apps, except the original photo and video app that comes with the phone and it did not help.

I have had happen for quite a while now (months).

Any ideas or input would be greatly appreciated
