Notes has no wordcount

Install Popclip. Select a pice of text and it offers multiple ways of interacting with it, including word count. You can add (or remove) modules you wish.

If the feature is that important to you now, perhaps a different application would better serve your needs. Word shows the word and character count (if you select the option) at the bottom of the screen. Pages will show your choice of characters, words or pages.

Not sure Apple Support would discuss features included or Not included in macOS 15

Use the Apple Support website  Product Feedback - and make it known to Apple that you what a Feature Addition put into Notes.

Though, would not expect Apple to actually add any new Features into macOS 13 Ventura

As Apple is working on the successor to macOS 14 Sonoma namely Sequoia macOS 15

About the only things macOS 13 Ventura will receive, are Security UpDates and not much more

Well, it doesn't, so you'll have to find something else that does. Since Apple is already working on the second successor to Ventura, you will not see any sort of feature updates for Ventura.
