Require a password for App Store and iTunes purchases - Apple Support

Options:

- Always Require—Every time you make a purchase, you'll be asked to enter your password, even if you're signed in with your Apple ID.

- Require After 15 Minutes—If you entered your password within the last 15 minutes, you won't be asked to enter your password again.

If you don't want to enter a password when you download free items, follow the steps below and turn off password protection for free items.

As for this particular item, the support article If you see 'apple.com/bill' on your billing statement - Apple Support explains how you can check your iTunes and App Stores purchase history, cancel subscriptions, and track possible sources of unrecognized Apple charges you may see on a bill. The article also provides a specific link for contacting Apple if you cannot trace the source of charges.
