Cannot add a single card to Apple Wallet

I recently switched from an iPhone12 to an iPhone14 promax. Everything else is working fine except adding cards to Apple Wallet. Every single time I try the error message pops up: Could not add card, try again later or contact your card issuer for more information.

I've followed every single instruction available on these forums, which includes but is not limited to: updating iOS, checking supported country/region, checking compatible device, checking connection issues, force restarting, resetting network settings, reinstalling the wallet app, logging out and in off my Apple ID etc. None of them work.

I know it's definitely not a bank problem as:

(1) I could readd the card to my old iPhone12

(2) I could add the card to someone else's iPhone

(3) I've tried adding multiple cards from different banks and none of them work

I am almost certain it's an issue with the iPhone itself. What else can I do?

iPhone 14 Pro Max, iOS 17

Bank issues don’t just involve the card being added. Your bank has to authenticate the card and verify you as the owner of both the credit card account and the device you’re adding it to. Your bank is having issues with your card, in relationship to the specific device and Apple ID it’s logged into.

There is a chance it’s a connectivity issue. Do you use a VPN or ever had VPN software on the iPhone? Have you tried connecting through WiFi and cellular? Have disabled any Location Services on the device?

Another possibility is the card is now failing the banks velocity checks. A velocity check is used by most banks to detect fraud when adding a card to a device fails too many times within a certain time period. Most banks freeze the card if more than 5 attempts fail in 24 hours. How many times have you attempted to add the card in the last 24 hours?
