Has anybody found out how Freeform can be removed from the Dock without it being added back after a reboot?

If it's being added back upon re-boot, that sounds as if it's set to launch on startup.
System Settings>General> Log in Items. Make sure that Freeform doesn't appear in the list.

Right click on it, Options>Remove from Dock
I don't know what to tell you other than to completely reformat your Mac. Unfortunately, problems that affect very few people tend to be hard to troubleshoot.
Already check, it's not listed there.
Booting up into safe mode and removing while in safe mode and rebooting didn't work.
Deleting the Dock preference and letting the preference file be recreated also did not work.
Nothing has ever worked, have had this issue since beginning of 2023, and decided I would check to see if anybody has gotten it resolved in the past year.
The issue is not simply removing via the method you posted, that has been done.....the issue is that it keeps getting added back to the Dock after a reboot.
