Please press and release the Side Button (just below the Digital Crown) on the right side of your Watch, as you’re viewing the Watch. If you functions is missing in the options, scroll to bottom and click Edit and add from the available list of controls.
So, you found the Control Panel? It looks like this.
What do you see when you click and release. If you see emergency functions, you are holding the button. Do not hold. Press and release the Side Button.
You are probably on an older operating system. Try swiping up from the bottom of the screen. What do you see when you swipe up from bottom to top?

If you’re on watchOS 9 or earlier, accessing control center hasn’t changed:

Series 4 can be updated to watchOS 10:
Update your Apple Watch - Apple Support
Updating to watchOS 10 does require iPhone XS, iPhone XR, iPhone SE 2nd, or later, with iOS 17.
What series Apple Watch model do you have? What Watch OS is it on?

Follow my instructions above and scroll to bottom and click Edit and add features to Control Center that you want.
I have no place to scroll. Just get emergency icons.

I have OS 10. I only get ways to get to exercise and music. No icon for control panel.

If you are on watchOS 10, and are pressing on the side button here:
And are getting Music and Workout, then you’re getting what should be visible when pressing here:
You can try an un-pair and re-pair, which will reset the watch.
If that un-pair and re-pair fails to resolve this, make an appointment with Apple.
